Word of caution: waterproofing the exterior of a foundation can increase hydrostatic pressure, and is really a bandaid more than a solution. A home I nearly purchased had this issue; it had been waterproofed, causing the pressure on the foundation to amplify significantly and caused damage to one of the foundation walls.

Waterproofing the outside will suck, but it’s the right idea. Keep water from entering the basement. I would recommend gutters and downspouts that direct water to the downhill side of house, or a street drain.

Which, now, I do not consider any basement "finished" unless you have waterproofing installed. We call BQ and get an estimate and they come out and do the works. Moisture barrier with drain system surrounding the whole basement and 1 sump pump after ripping out all drywall and doing a great job cleaning.

Good basement waterproofing is designed to divert water before it damages the foundation. I agree nothing is fool proof. However, diverting the water after it degrades the mortar joints and block foundation is backwards (which is what interior systems do).
